
Cities: Skylines II and Paradox – What Happened?
Cities: Skylines II, developed by Colossal Order and published by Paradox Interactive, launched in October 2023 and faced major issues. Though it promised better city-building tools and smarter traffic AI, it was released in a problematic state.
Performance Issues
From launch, players experienced serious performance problems, even on high-end PCs. Despite promises to fix these before releasing DLC, the problems continued, frustrating players.
Beach Properties DLC Controversy
In March 2024, the “Beach Properties” DLC was released and heavily criticized. Players saw it as a “cash grab” due to minimal content and ongoing base game issues. It was “review bombed” on Steam.
In response:
- The DLC was made free
- Refunds were offered
- Bonus content was given to Ultimate Edition owners

In-Game Economic Fixes
The game’s in-game economy had issues, especially with unrealistic rent prices.
To fix it:
- Landlords were removed from the system
- Rent is now shared based on income
- Tenants are less likely to default unfairly

Developer Backlash
The developers faced increasing toxicity from some in the community. Colossal Order warned that harassment could force them to reduce their community engagement.
Console Delays
Console versions for PS5 and Xbox Series X/S were delayed from Spring 2024 to October 2024 due to optimization needs. No firm release date is currently confirmed.
Mod Security Breach
In Oct 2024, a malicious file was found in the popular Traffic mod. Paradox:
- Locked the account
- Ran a platform-wide scan
- Assured users it’s safe to play
